class=\"wp-block-heading\">Formulation of Guidelines<\/h3>\n\n\n\n<p>The Hiroshima Prefectural Public University Corporation, Prefectural University of Hiroshima, and Eikei University (hereinafter referred to as \u201cthe University\u201d) are committed to respecting the fundamental human rights of all students, faculty, and staff, and to creating an environment free from harassment.<\/p>\n\n\n\n<p>As the first step toward building a harassment-free environment, it is essential that everyone at the University understands the various issues related to harassment.<\/p>\n\n\n\n<p>The Corporation has established the <strong>\u201cRegulations on the Prevention of Harassment and Related Matters\u201d<\/strong> and the <strong>\u201cHarassment Prevention Guidelines\u201d<\/strong>, and actively communicates their purpose and content in a clear and practical manner.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a Whether an act constitutes sexual harassment should be judged primarily by the person who experiences it.<\/strong><\/li>\n\n\n\n<li><strong>Never assume that \u201cthis level of behavior will be acceptable to the other person.\u201d<\/strong><\/li>\n\n\n\n<li><strong>Do not presume that you have a good relationship with the other person and therefore your actions will be tolerated.<\/strong><br><br><br>\u3000<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">\uff12. Academic Harassment<\/h3>\n\n\n\n<figure class=\"wp-block-flexible-table-block-table alignleft is-content-justification-center is-style-default has-link-color wp-elements-40d8b8cdb748219de7268d78e2abbb5d\"><table class=\"has-black-color has-text-color has-link-color has-fixed-layout\" style=\"border-collapse:collapse\"><thead><tr><th style=\"background-color:#006ebb;color:#ffffff;width:25%;text-align:center\">Type<\/th><th style=\"background-color:#006ebb;color:#ffffff;text-align:center\">Specific Example<\/th><\/tr><\/thead><tbody><tr><td rowspan=\"2\" style=\"width:25%;border-style:solid\"><strong><strong>Violent or Aggressive Behavior<\/strong><\/strong><\/td><td style=\"border-style:solid\">Faculty members or graduate students (hereinafter referred to as \u201cgraduate students\u201d) kick trash cans or throw objects when students fail to understand instructions.<\/td><\/tr><tr><td style=\"border-style:solid\">Faculty members or graduate students hit students on the head with report papers.<\/td><\/tr><tr><td style=\"width:25%;color:#000000;border-style:solid\"><strong><strong><strong>Use of Inappropriate Language<\/strong><br><strong>Warnings and Verbal Abuse<\/strong><\/strong><\/strong><\/td><td style=\"color:#000000;border-style:solid\">Faculty members or graduate students repeatedly make statements that deny students\u2019 abilities or character, such as:<br><em>\u201cAre you stupid for not being able to do this?\u201d<\/em><br><em>\u201cYou are at an elementary school level.\u201d<\/em><\/td><\/tr><tr><td rowspan=\"5\" style=\"width:25%\"><strong>Excessive or Persistent Guidance<\/strong><\/td><td style=\"width:25%\">Faculty members tell staff members things like:<br><em>\u201cYou\u2019re stupid because you\u2019re staff.\u201d<\/em><br><em>\u201cStaff should never oppose faculty.\u201d<\/em><\/td><\/tr><tr><td>Faculty members or graduate students lecture students for an extended period of time.<\/td><\/tr><tr><td>Faculty members force students to rewrite papers excessively.<\/td><\/tr><tr><td>Faculty members require students to come to campus early in the morning, late at night, or on holidays without sufficient necessity, or frequently send instructional emails to students\u2019 personal mobile phones.<\/td><\/tr><tr><td>Faculty members or graduate students assign tasks that are clearly impossible to achieve, such as:<br><em>\u201cIf you\u2019re a researcher, read this English textbook overnight.\u201d<\/em><\/td><\/tr><tr><td><strong>Refusal, Ignoring, or Isolation in Guidance<\/strong><\/td><td>Faculty members or graduate students treat students differently based on personal likes and dislikes, and refuse to provide guidance to disliked students without reason.<\/td><\/tr><tr><td><strong>Taking Credit for Others\u2019 Work<\/strong><\/td><td>Senior faculty members force young researchers to add their names as co-authors in joint research or experiments.<\/td><\/tr><tr><td rowspan=\"2\"><strong>Invasion of Privacy and Mixing Personal Affairs<\/strong><\/td><td>Faculty members force students to perform personal tasks unrelated to education or research, such as helping with moving.<\/td><\/tr><tr><td>Faculty members or graduate students use students\u2019 cars as if they were taxis.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p><strong>\u300aBasic Actions and Principles for Prevention\u300b<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u200bAcademic supervisors must not require those under their guidance to perform tasks unrelated to their own education or research, or to carry out private tasks for the supervisor. Furthermore, if the individual refuses such a request, the supervisor must not engage in retaliatory or discriminatory acts, nor provide inappropriate guidance or evaluation.<\/li>\n\n\n\n<li>Supervisors must not, without legitimate reason, restrict or dispose of literature, books, materials, equipment, or other resources necessary for research, thereby obstructing research activities.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>\u3000<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\uff13. Power Harassment<\/h3>\n\n\n\n<figure class=\"wp-block-flexible-table-block-table alignleft is-content-justification-center is-style-default has-link-color wp-elements-cf034d689084b53e836d501beb25bb42\"><table class=\"has-black-color has-text-color has-link-color has-fixed-layout\" style=\"border-collapse:collapse\"><thead><tr><th style=\"background-color:#006ebb;color:#ffffff;text-align:center\">Specific Example<\/th><\/tr><\/thead><tbody><tr><td style=\"border-style:solid\">A supervisor, without legitimate reason, does not assign important tasks to certain individuals.<\/td><\/tr><tr><td style=\"border-style:solid\">A supervisor assigns excessively difficult or complex tasks without regard to the employee\u2019s experience or knowledge, demands immediate completion, and repeatedly criticizes the employee for failure or shortcomings, using statements such as <em>\u201cincompetent,\u201d \u201cstupid,\u201d \u201cquit,\u201d \u201cyou\u2019re useless because you\u2019re a woman,\u201d<\/em> or <em>\u201cyou\u2019re sloppy for a man,\u201d<\/em> which violate personal dignity.<\/td><\/tr><tr><td style=\"color:#000000;border-style:solid\">A supervisor repeatedly pursues failures or mistakes in job performance, reprimands loudly in front of others, ignores greetings, and avoids conversation.<\/td><\/tr><tr><td style=\"width:25%\">The supervisor isolates the individual from workplace relationships by saying things like <em>\u201cDon\u2019t help \u25cb\u25cb,\u201d<\/em> or by encouraging others to exclude them. (This also includes cases where subordinates collude to harass a supervisor.)<\/td><\/tr><tr><td>Faculty members or graduate students use a student\u2019s car as a substitute for a taxi.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p><strong>\u300aBasic Actions and Principles for Prevention\u300b<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Those in supervisory positions must not excessively pursue failures or mistakes, nor reprimand loudly in front of others beyond what is necessary.<\/li>\n\n\n\n<li>Do not engage in emotional or retaliatory behavior under the guise of guidance. Likewise, avoid making judgments based solely on your own past experiences.<\/li>\n\n\n\n<li>Understand that power harassment can also occur when subordinates harass a supervisor by exploiting workplace relationships or superiority in expertise, or when students collude to harass a faculty member.<br><br>\u3000<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">\uff14. Other Forms of Harassment<\/h3>\n\n\n\n<figure class=\"wp-block-flexible-table-block-table alignleft is-content-justification-center is-style-default has-link-color wp-elements-76f4e2f8ac96f1de178ce325c878f62d\"><table class=\"has-black-color has-text-color has-link-color has-fixed-layout\" style=\"border-collapse:collapse\"><thead><tr><th style=\"background-color:#006ebb;color:#ffffff;width:25%;text-align:center\">Type<\/th><th style=\"background-color:#006ebb;color:#ffffff;text-align:center\">Specific Example<\/th><\/tr><\/thead><tbody><tr><td rowspan=\"2\" style=\"width:25%;border-style:solid\"><strong><strong>Harassment Based on Pregnancy, Childbirth, or Caregiving<\/strong><\/strong><\/td><td style=\"border-style:solid\">A supervisor assigns only menial tasks to an employee because of pregnancy, childbirth, or caregiving responsibilities.<\/td><\/tr><tr><td style=\"border-style:solid\">A supervisor makes comments to employees taking maternity leave, childcare leave, or caregiving leave, such as:<br><em>\u201cBecause of you, our workload has increased.\u201d<\/em><br><em>\u201cWouldn\u2019t it be better if you resigned?\u201d<\/em><\/td><\/tr><tr><td rowspan=\"2\" style=\"width:25%;color:#000000;border-style:solid\"><strong><strong>Discrimination or Defamation Based on Gender, Age, Origin, etc.<\/strong><\/strong><\/td><td style=\"color:#000000;border-style:solid\">Staff or students make derogatory remarks about gender, age, place of origin, nationality, ethnicity, race, physical or mental disabilities, illnesses, appearance, or personality.<\/td><\/tr><tr><td>Staff or students post defamatory comments that harm an individual\u2019s character in online communities such as social media.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Measures to Prevent Harassment<\/h2>\n\n\n\n<p>The Hiroshima Prefectural Public University Corporation shall take the following measures to prevent the occurrence of harassment:<\/p>\n\n\n\n<p>1.larification of a Zero-Tolerance Policy on Harassment<\/p>\n\n\n\n<p>2.Planning and Implementation of Public Awareness, Educational Activities, and Training for arassment Prevention<\/p>\n\n\n\n<p>3.Development of an Open and Transparent Educational and Research Environment, such as installing windows in laboratory and office doors <\/p>\n\n\n\n<p>4.Operational Measures Allowing Relocation of Laboratories or Seminars for reasons such as preventing recurrence of harassment <\/p>\n\n\n\n<p>5.Establishment of a System for Early Detection and Prompt Resolution of Issues, enabling individuals to consult safely and with confidence <\/p>\n\n\n\n<p>6.<strong>Other Necessary Measures to Prevent Harassment<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">To All Faculty and Staff Members<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\uff5eHarassment is a serious violation of human rights and, above all, an act that infringes upon individual dignity.\uff5e<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Statements such as \u201cThis level of behavior is acceptable,\u201d \u201cI am doing this for their growth,\u201d or \u201cI was subjected to stricter guidance when I was young, so this is natural\u201d may be based on self-centered assumptions.<\/strong><\/li>\n\n\n\n<li><strong>Particular attention is required when dealing with students, as your position tends to be dominant. Respect the other person\u2019s standpoint and feelings, and if you realize that they refuse or dislike certain behavior, never repeat the same actions or words. If the other person protests, apologize immediately and correct your behavior.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>\u3000Whether an act constitutes harassment is not always clearly indicated by the other person. Please keep this in mind at all times.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">If You Face Harassment<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Take courage and act.<\/h3>\n\n\n\n<p><strong>If You Experience Harassment: Steps to Take<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Express Your Objection Clearly<\/strong><br><strong>If you feel uncomfortable, make your position clear to the other party. Take a firm stance against any behavior that may constitute harassment. It is important to communicate your refusal explicitly.<\/strong><\/li>\n\n\n\n<li><strong>Keep a Detailed Record of the Incident<\/strong><br><strong>Document the acts you have experienced in detail. This will not only help you organize your thoughts but also serve as valuable evidence if you later request action from the university.<\/strong><\/li>\n\n\n\n<li><strong>Consult the Designated Support Office<\/strong><br><strong>If taking action on your own is difficult, or if you repeatedly encounter the same situation, consult the harassment support office as early as possible.<br>If you witness harassment, encourage the person involved to visit the consultation office. If going alone is difficult, you may accompany them or, with their consent, consult on their behalf.<\/strong><\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Consultation Services<\/h2>\n\n\n\n<p>Eikei University of Hiroshima provides consultation services to ensure that students, faculty, staff, and related parties can seek advice with confidence.<br>All consultations are kept strictly confidential.
